26% of Victoria's people live in rural communities. 30% if the population of Geelong is included in this figure. These communities are diverse, with different needs, different capacities and, in relation to services, have varying responses to different approaches. While many of the needs of rural and metropolitan people are the same (i.e. education, health services etc.), distance and dispersed living patterns are major factors which influence service requirements. However, there are needs in rural communities which are undoubtedly different from the metropolitan area, such as water, fire and agricultural services.
